Rostelecom has initiated a market analysis for Russian integrated development environments (IDE) to prepare for a future procurement. The company is seeking a solution that supports software development for a wide range of purposes, including languages such as Java, Kotlin, Python, and C++.

The requirements specify that the IDE must be compatible with the IntelliJ IDEA Community platform by JetBrains and must be included in the Russian software registry. The software must operate on Windows, Linux, and macOS, requiring 16 GB of RAM and support for ARM-based hardware.

A key requirement is the ability to deploy the system on-premise without internet access, including license registration. The IDE must integrate with version control systems, monitoring platforms like Kibana and Sentry, and include security tools such as static analysis (SAST).

The company also demands support for local large language models and AI assistants capable of working in isolated environments. These assistants should provide code completion and explanation features while maintaining compatibility with third-party plugins and the core IDE architecture.

Interested vendors must submit their technical and commercial proposals by October 19, 2026. Rostelecom notes that this request for information does not obligate the company to sign any contracts with the participating vendors.
