Rocket Lab has filed a formal protest with the US Government Accountability Office regarding NASA's decision to award a contract to Blue Origin. The agreement, valued at approximately $700 million, covers the development, launch, and operation of a telecommunications satellite near Mars.
The dispute centers on legislation passed in 2025, which limited eligibility to companies that previously received funding for Mars sample return research. Rocket Lab claims it was the only firm to fully meet these criteria. NASA has yet to release the technical justification for selecting Blue Origin's Blue Ring platform.
Blue Origin stated that the protest could jeopardize the 2028 mission timeline. Because launch windows to Mars are strictly limited, any delay threatens the deployment of critical communication infrastructure. This project marks the first time NASA has utilized a fixed-price contract for a full mission cycle at another planet.
