The Office of the Comptroller of the Currency (OCC) has granted final approval for Ripple National Trust Bank (RNTB). This New York-based entity, which holds charter number 25364, received its initial conditional approval on December 12, 2025.
The federal charter authorizes RNTB to manage reserves for the RLUSD stablecoin and provide fiduciary and custody services to enterprise clients. Operations are strictly limited to these activities, meaning the bank cannot accept deposits or issue loans.
The regulatory framework for these approvals was established by the GENIUS Act, enacted in July 2025. With this final authorization, RLUSD reserves will now fall under the dual oversight of the OCC and the New York Department of Financial Services (NYDFS).
This development positions Ripple to compete more directly with firms such as Circle, Paxos, and BitGo, all of which received conditional approvals from the OCC in December 2025. The bank's future growth will rely on market demand for its custody and reserve management services.
