OpenAI is launching a full-scale rollout of ChatGPT for the US public sector, covering approximately 23 million employees across federal, state, local, and tribal government levels. The new program will officially take effect on October 1, 2026.

This initiative replaces a pilot program launched in August 2025 via the US General Services Administration, which provided access to 3.5 million federal employees. OpenAI reports that the pilot resulted in $1.4 billion in cost savings.

The new pricing model is based on usage and includes a 50% discount for all government bodies. This discount period will last for more than two years, allowing agencies time to integrate the tools before transitioning to full commercial rates.

Distribution will be managed through the GSA’s OneGov marketplace, which launched in June 2025. During the pilot phase, state-level implementation reportedly saved employees between 95 and 105 minutes per day on administrative tasks.

The expansion is part of the OpenAI for Government initiative, which focuses on compliance with security standards such as FedRAMP. The company emphasizes that ChatGPT Enterprise ensures data isolation and does not use agency conversations for model training.
