On October 8, 2026, the Ministry of Digital Development and Communications of the Novosibirsk Region, the Russoft association, and the Indo-Russian Technological Center Innopraktika signed a cooperation memorandum at the Digital Solutions forum in Moscow.

The partnership aims to establish a joint analytical center focused on the standardization and verification of AI and cybersecurity applications. The initiative marks the first step toward creating symmetric regulatory sandboxes for AI in both Russia and India.

The parties plan to select Russian IT companies and projects for promotion in India, while also engaging Indian firms, universities, and innovation centers. The collaboration will support academic interaction, research programs, and the commercialization of technological solutions.

A bilateral Center of Excellence in AI will be established to facilitate the joint development of secure AI-based solutions and cyber-physical systems. This center is intended to foster cross-border technology transfer and strengthen innovation ecosystems between the two nations.
