Finnish companies Nokia and ICEYE have entered into a partnership to develop secure low-Earth orbit satellite communication systems. The project aims to provide sovereign infrastructure for government clients, including defense, border security, and emergency services, ensuring connectivity when terrestrial networks are compromised.
The system will integrate low-Earth orbit satellites, ground infrastructure, and secure user terminals. Nokia will contribute its expertise in secure telecommunications networks, while ICEYE will leverage its experience in operating satellite constellations. The companies plan to launch the first communication satellites in 2028.
Unlike commercial providers such as Starlink, this infrastructure is designed for full state control. Clients will manage the satellites, ground segments, and terminals independently. The network is intended to complement existing military and commercial systems by providing additional capacity and reliable backup channels for critical operations.
