The Russian government is considering a mechanism to adjust the new technology levy on smartphones, laptops, and other marked electronics. The proposed system involves applying a coefficient to a base rate, which could result in a 33% reduction for products registered in the state monitoring system, Chestny Znak.
Conversely, devices not present in the state tracking system will face a 33% higher levy. The Ministry of Industry and Trade is responsible for setting the base rates, which will be derived from the median customs value of imported goods in 2025, adjusted for a 4% inflation target.
The mandatory labeling of radio electronics, including smartphones and laptops, has been in effect since May 1, 2026. Authorities are also exploring the integration of the labeling system with the State Information System for Industry to facilitate the verification of locally produced goods.
The legislation for the technology levy was signed on November 28, 2025, with payments scheduled to begin on December 1, 2026. The government expects to generate approximately 136 ₽ billion over six years to support the domestic radio and microelectronics industry.
Market participants suggest that the impact of the levy on retail prices will vary significantly based on the device category. While the cost increase may be negligible for flagship models, it is expected to have a more pronounced effect on budget-tier electronics.
