Kirill Dybko has been appointed as the new president of the Russian microelectronics holding Element, effective October 14, 2026. Dybko currently leads the industrial group Dinamika and the management company Technoiimpuls. He replaces Oleg Khazov, who held the position since March 2026.

By the end of 2026, Element plans to transition to a new management model where Technoiimpuls will serve as the sole executive body. Technoiimpuls has been managing major high-tech holdings, including the Sozvezdie concern, since 2022.

The leadership change coincides with Element's integration into the United Microelectronics Company. This initiative aims to consolidate industry assets to achieve technological sovereignty, with over 1.1 ₽ trillion allocated for its development through 2036.

Element was founded in 2019 through the assets of AFK Sistema and Rostec. Recently, Sberbank, through its structure Integral Systems, acquired a 49.8% stake in Element by purchasing shares from AFK Sistema and minority shareholders.
