The Protocol Cluster of the Ethereum Foundation has identified two primary EIPs for the upcoming Hegota upgrade, designating them with an S-tier status. These include FOCIL (EIP-7805) and Frame Transactions (EIP-8141). The selection was based on a unified rating of 62 proposed improvements, representing the consensus of approximately 60 researchers and engineers from nine teams.

FOCIL aims to enhance censorship resistance by requiring validators to include specific transaction lists in blocks. Frame Transactions (EIP-8141) introduces protocol-level account abstraction, enabling programmable execution and gas payments. This feature is critical for cryptographic agility, allowing accounts to transition to new signature schemes without requiring separate hard forks for each algorithm.

The Ethereum Foundation has set a deadline of December 2029 to achieve full quantum resistance across the execution, consensus, and data layers. The team intends to maintain this timeline at least until January 2027, when progress in quantum computing will be reassessed with external experts. This schedule aligns with migration targets set by companies such as Google, Cloudflare, and Microsoft.

To meet the 2029 goal, the foundation plans to develop subsequent upgrades, including I, J, K, and L, in parallel. The current roadmap suggests that if the Glamsterdam upgrade occurs in December 2026, the interval between subsequent hard forks will average 7.2 months. Developers stated they would rather adjust the Hegota schedule than exclude the two primary S-tier proposals.
