The government of El Salvador has partnered with Modveon to launch Sivar, a national digital platform for connecting citizens with verified businesses, communities, and public institutions. The project operates under a five-year agreement between Modveon and the Salvadoran public institution AAB.

Sivar is built on Modveon’s Verified Operating System, which integrates identity verification, community management, and AI-powered services. Users can verify their accounts using national identity cards to access government announcements, participate in discussions, and manage payments.

The platform facilitates cross-border transfers for US residents sending funds to verified recipients in El Salvador. The service charges a flat fee of $2 per transaction, regardless of the transfer size. Transfers are processed via Coinbase Onramp and settled in stablecoins on the Base network.

The launch follows a pre-launch testing phase that involved more than 25 000 Salvadoran users. The platform aims to improve financial inclusion and streamline cross-border transaction processes for the country.
