The European Central Bank is mandating digital modernization for regional lenders to maintain competitiveness against non-bank financial entities. This strategy includes new regulatory frameworks, the development of a digital euro, and infrastructure for tokenized finance.
The Digital Operational Resilience Act (DORA) became applicable in January 2025, requiring banks to manage ICT risks and report major incidents. Data shows that 38% of bank incidents in 2025 were linked to IT changes, highlighting new vulnerabilities during modernization.
The implementation of the digital euro is estimated to cost between €4 billion and €5.8 billion over four years. The ECB maintains that the project will complement commercial bank deposits rather than replace them, citing limited impact on liquidity in its analysis.
In September 2026, the Eurosystem launched the Pontes project to facilitate wholesale tokenized asset transactions settled in central bank money. This initiative aims to reduce counterparty risk compared to using stablecoins or commercial bank money.
Euro area banks currently report an aggregate Common Equity Tier 1 ratio of 16.1%. Projections suggest this figure will remain at 12.0% by the third quarter of 2025 under stress test conditions, while the non-performing loan ratio is 1.9%.
