Chinese startups DeepSeek and MiniMax have secured official authorization to deploy their artificial intelligence models outside of China. This regulatory approval ensures the companies can continue their international commercialization efforts even if new export restrictions are implemented.

The announcement was confirmed by China Central Television (CCTV). The state broadcaster noted that these companies successfully completed the required registration and open-source procedures. This development occurs as Chinese authorities discuss stricter export controls on AI tools, including large language models and agents.

The proposed regulatory framework includes significant exemptions. Access provided through APIs, web applications, or subscription services will remain unrestricted, even if the underlying models are otherwise subject to export limitations. Officials state the policy aims to define industry boundaries rather than impose blanket bans.

Chinese AI firms have gained traction this year by offering more affordable and customizable alternatives to proprietary systems from competitors like OpenAI and Anthropic. The government continues to manage a catalog of restricted technologies, which is updated periodically to reflect national economic and strategic interests.
