The Telecommunications Equipment Consortium (ANO TKO) has requested that the Ministry of Industry and Trade ease localization requirements for certain electronics. The current regulations link the use of Russian-made microchips to the mandatory use of Russian-made system printed circuit boards.
The consortium proposes amending Government Decree No. 719 to remove the requirement that a Russian microchip must be installed on a Russian-made system board. Industry representatives argue that this link is currently an unintended consequence of the regulation's phrasing, which makes voluntary standards effectively mandatory.
According to industry experts, this change would allow manufacturers to utilize available domestic microchips on foreign-made boards for complex equipment, such as high-performance routers, data center switches, and cellular base station modules. The consortium plans to work with the All-Russian Research Institute of Radio Electronics to define specific board requirements.
Government Decree No. 1030 currently provides a point-based system for local production, awarding 5 points for the first Russian-made printed circuit board and additional points for subsequent ones. The government previously introduced updates to Decree No. 719 regarding integrated circuits in April 2026.
