Anthropic CEO Dario Amodei published an essay titled We Must Pace the Frontier, advocating for a controlled deceleration in the development of advanced AI models. He argues that current safety protocols are failing to keep pace with rapid technological progress.
The proposal includes three specific measures: integrating independent evaluators into AI firms, coordinating safety standards among democratic nations, and establishing international agreements to ban high-risk AI applications. Sam Altman and Elon Musk have publicly supported this initiative.
The semiconductor sector, which relies on continuous demand for AI infrastructure, reacted negatively to the news. Intel and AMD shares dropped by more than 4%, while memory chip manufacturers Micron and SanDisk saw declines between 3.9% and 4.5%.
The iShares Semiconductor ETF (SOXX) fell by approximately 2.8%. This market reaction follows a broader trend in 2026, during which semiconductor stocks previously lost over $1 trillion in market value amid investor concerns regarding the sustainability of AI capital expenditures.
Analysts suggest that while the short-term impact on hardware stocks is significant, long-term demand remains supported by enterprise adoption, inference workloads, and edge computing, which continue to require substantial chip infrastructure.
