The Ministry of Industry and Information Technology of China has released a special action plan for AI and software. The initiative aims to upgrade the software industry through intelligent programming tools, AI-driven development platforms, and the integration of large models into existing software systems by 2028.
The plan targets the implementation of 100 technical transformation projects and the creation of 100 benchmark applications for intelligent agent software. By 2030, the government expects to establish internationally influential open-source communities and industrial clusters to strengthen the global competitiveness of the sector.
Key measures include supporting software firms in collaborating with hardware manufacturers, such as smartphone, smart home, and connected vehicle producers. The initiative also focuses on upgrading industrial software like CAD and CAE, while establishing over 15 adaptation centers for hardware-software synergy.
The policy encourages the development of user-friendly intelligent programming tools and the use of AI for security vulnerability detection. Furthermore, it promotes the construction of application stores for intelligent agents and the creation of resource libraries for specialized skill packages.
To foster innovation, the government will support the open-source ecosystem by encouraging companies to share AI-related achievements. It also plans to establish new standards for intelligent programming maturity and service models, such as 'Model-as-a-Service' and 'Agent-as-a-Service', across key industries.
