The Ministry of Ecology and Environment and the State Administration for Market Regulation have released a new policy to address irregularities in vehicle emission testing. The document focuses on improving the quality of inspections by tightening oversight of equipment management, operational procedures, and staff qualifications.

Under the new guidelines, testing facilities must establish a comprehensive management system that ensures full traceability of data. The authorities mandate that all inspection processes be documented in electronic archives, while the use of software or hardware designed to bypass national standards is strictly prohibited.

The reform introduces a data-driven supervision model, utilizing intelligent warning systems to identify anomalies in real-time. Each testing line will be assigned a unique code to automate the tracking of equipment performance and operational compliance throughout the entire inspection cycle.

The policy establishes a strict entry and exit mechanism for the industry. Regulatory bodies will enhance the expert review process for facility accreditation. Any organization found guilty of serious fraudulent activities or falsifying test results will face legal penalties and be permanently removed from the market.
