Minister of State Security Chen Yixin identified artificial intelligence as a new domain for strategic competition. In an article published in the China Cyberspace journal on September 14, he warned that rapid AI development threatens national stability, critical infrastructure, and ideological control.

The official expressed concerns that external forces could use AI to disseminate misinformation. Additionally, he noted that advanced models lower the threshold for cyberattacks. The report specifically mentioned Anthropic’s Claude Mythos and OpenAI’s GPT-5.5-Cyber as potential tools for offensive operations.

Chen called for stronger domestic security measures and active participation in international AI governance. These statements align with President Xi Jinping’s recent proposals at the BRICS summit, which focused on industrialization and supply chain coordination.

Investors should expect increased regulatory scrutiny for companies in China’s AI sector, particularly regarding data security and dual-use technologies. While stricter compliance may challenge smaller startups, firms aligned with state standards may receive preferential market access.
