The Central Cyberspace Affairs Commission released a new plan on October 23, outlining China's digital infrastructure strategy. The government intends to complete the construction of a national blockchain network by 2030. This initiative is part of the broader 15th Five-Year Plan for informatization.
The strategy focuses on expanding the central blockchain backbone and connecting regional hubs. Authorities also plan to strengthen distributed digital identity services. These efforts are designed to integrate digital technologies more deeply into the real economy and various social activities.
The infrastructure project encompasses land, sea, air, and space systems. Alongside blockchain, Beijing is prioritizing investments in 6G commercial services, satellite internet, computing infrastructure, and artificial intelligence. The plan also emphasizes the development of domestic industry ecosystems.
By 2030, the government aims to enhance cybersecurity measures and establish new legal and technical standards. The strategy prioritizes breakthroughs in key cyberspace technologies to support the integration of digital tools with traditional industries.
