The National Development and Reform Commission of China has released a draft regulation titled 'Administrative Measures for the Remanufacturing of Automotive Parts' to solicit public feedback. The document aims to standardize the industry and promote the development of a circular economy.

The draft outlines requirements for enterprise management, the recycling of old parts, production processes, product quality, and market supervision. It encourages remanufacturing companies to conduct old parts recovery operations in accordance with the law.

Automotive manufacturers are encouraged to utilize their after-sales service networks to collect old parts for remanufacturing. Specialized recycling firms are also supported in providing services such as inspection, sorting, and cleaning for remanufacturers.

The regulation specifies that companies may acquire five major assemblies from scrapped vehicles: engines, steering gears, transmissions, front and rear axles, and frames. These must align with the company's specific remanufacturing scope.

Remanufacturers are prohibited from processing exhaust after-treatment devices. If they handle key emission control components, they must adhere to national standards. Parts that cannot be remanufactured must be sold to smelting or crushing facilities as scrap.
