The State Administration for Market Regulation has approved a new national standard for internet-based rental bicycles. The regulations aim to standardize the entire operational process, from vehicle maintenance to user service management, ensuring companies maintain organized parking and timely vehicle deployment.

Under the new requirements, every bicycle must feature a unique identification code and be equipped with an onboard smart terminal. Companies are prohibited from installing additional components that could compromise riding safety. Furthermore, management platforms must include specific modules for monitoring vehicle operations and handling user complaints.

The standard mandates that operators implement real-name registration for all users while adhering to data minimization principles to protect personal information. Companies must also establish a credit evaluation system for user behavior and provide a 24-hour service hotline accessible through their mobile applications.

Regarding deployment, operators are required to determine fleet sizes based on public demand and use technical solutions like geofencing to ensure proper parking. The rules explicitly state that parking areas must not obstruct municipal facilities or pedestrian traffic, and companies must promptly clear any vehicles parked in prohibited zones.
