The National Radio and Television Administration of China has issued new regulations for IPTV services, which will take effect on November 27, 2026. These rules were approved during a meeting on October 23, 2026, and apply to all entities providing integrated broadcasting and transmission services to individual, household, and group users.

A key requirement of the new policy is the prohibition of startup advertisements on IPTV systems. Providers must prioritize live broadcasts, ensuring that users can access full-screen live content immediately upon turning on their devices. Furthermore, smart televisions are now required to support a feature that prioritizes live channel display and provides an easy-to-access settings menu.

The regulations also mandate that providers offer users the choice to start directly with a live broadcast or the main interactive interface. The layout of the interactive home page, including navigation bars and recommendation slots, must comply with national standards. Additionally, providers must simplify remote control operations to allow for one-click switching to live sources.

Regarding content and billing, IPTV providers are required to establish a dedicated free section on the home page to highlight high-quality content. The rules also demand a reduction in the number of paid sections, clear disclosure of all pricing information, and standardized management of application zones and payment processes.
