Prime Minister Mark Carney is seeking $1 trillion in investments over the next five years to revitalize the Canadian economy. The government has prepared a prospectus featuring 167 projects in sectors such as AI, energy, critical minerals, and data centers. The initiative follows a period between 2015 and 2024, during which the country experienced a net capital outflow of $1 trillion.

The Canada Investment Summit, set for September 14–15, 2026, in Toronto, will serve as the primary venue for attracting capital. Representatives from firms like BlackRock and Blackstone, which manage over $100 trillion in assets, are expected to attend. The government aims to secure $500 billion from private-sector sources, while the remainder is expected to come from domestic pension funds and savings.

Foreign direct investment in Canada reached $96.8 billion in 2025, with $44.7 billion recorded in the first half of 2026. To manage these efforts, the government has appointed Dominic Barton as chair of Invest in Canada and Gurinder Grewal as CEO. These moves occur against a backdrop of collapsed trade talks with the US in August 2026 and proposed retaliatory tariffs.
