California Governor Gavin Newsom signed bill SB 868, which allows residents to install plug-in solar systems on balconies, patios, and yards. These systems are limited to a capacity of 1,200 watts of AC power per household and connect directly to standard 120-volt outlets to power home appliances.
The legislation simplifies the installation process by prohibiting utility companies from requiring pre-approval, interconnection agreements, or additional fees for compliant systems. Owners only need to submit an online notification with their address and equipment details. These provisions remain in effect until January 1, 2030.
Additionally, the governor signed SB 913 to streamline the management of virtual power plants, which integrate home batteries, electric vehicles, and smart thermostats. Another law, SB 905, mandates that large energy providers disclose local grid capacity and evaluate if battery storage can offset the need for costly infrastructure upgrades.
