California Governor Gavin Newsom has signed an executive order aimed at strengthening AI safety and regulatory oversight. The initiative seeks to establish robust frameworks before potential risks become unmanageable, citing a lack of meaningful federal action on the matter.

The order mandates the formation of an expert panel tasked with developing a comprehensive plan within two months. A primary objective for this group is to design an emergency shutdown mechanism, often referred to as a kill switch, to disable AI systems immediately in the event of critical failures.

Furthermore, the panel will explore stricter legal requirements for AI companies. These include mandates for independent third-party organizations to create safety protocols and conduct on-site security audits at firms. Newsom also suggested the possibility of convening a special legislative session to address these issues.
