California Governor Gavin Newsom has issued an executive order to establish an expert panel tasked with strengthening AI safety regulations. The group must submit a comprehensive guide on oversight and security risks within a two-month timeframe.
Proposed measures include placing independent auditors directly within frontier AI labs and mandating verification for existing safety frameworks and transparency reports. The state is also exploring the development of a kill switch for AI models and refining definitions for critical safety incidents.
These initiatives build upon existing California legislation that covers deepfakes, cybersecurity, fraud, and children's privacy. Newsom previously signed bills in September establishing frameworks for independent AI verification and auditing requirements for companion chatbots.
In May, an executive order directed state agencies to prepare for potential labor market disruptions caused by AI. Newsom stated that the state is accelerating its regulatory efforts due to a perceived lack of federal oversight on artificial intelligence accountability.
