Russian company Bureau 1440 has tested its low-orbit satellite communication system in the Nenets Autonomous Okrug. On September 19, 2026, residents of the remote village of Nelmin-Nos used the network to access the remote electronic voting system for State Duma elections.

The company deployed a user terminal in the village that functioned as a collective high-speed internet access point. According to Bureau 1440, the setup process, including network connection and system access, was completed in a few minutes.

The Arctic region was selected for testing due to limited availability of mobile networks and traditional geostationary satellite communications. Bureau 1440 aims to provide broadband internet to areas where building standard telecommunications infrastructure is difficult or not economically viable.

The system utilizes low-orbit satellites, which operate at a significantly lower altitude than geostationary satellites located 36,000 km above Earth. This architecture reduces data transmission latency, aiming to provide connection quality comparable to terrestrial internet services.
