The Beijing Municipal Bureau of Economy and Information Technology has released the 'Token Economy Ten Measures' action plan, covering the period from 2026 to 2028. The initiative aims to foster a new smart economy by focusing on token-based production and infrastructure development.

The plan mandates the construction of high-standard 'token factories' evaluated on metrics such as model adaptation, throughput speed, latency, cache hit rates, and energy efficiency. The government will provide support for leading facilities and optimize resource allocation for land, energy, and network infrastructure.

Beijing will support the development of specialized inference chips, model lightweighting, and edge deployment technologies. The initiative includes establishing a quality evaluation system for tokens and creating distribution platforms to provide unified interfaces, model aggregation, and settlement services for developers.

The strategy promotes the creation of general and vertical AI agents for industrial, scientific, and educational sectors. It also focuses on building a secure software ecosystem for agents, including memory management and communication technologies, while fostering the growth of agent-based operating systems.

Beijing plans to expand token technology services globally, particularly for Belt and Road Initiative countries. This includes offering integrated solutions for open-source model adaptation and computing services, supported by international cooperation platforms and specialized overseas service channels.

The city will encourage financial institutions to develop products for computing infrastructure and token consumption. Additionally, a training program will be implemented to upskill software engineers in model tuning, inference acceleration, and platform maintenance to build a professional talent pool.
