Former New York assemblymember Alex Bores and his former chief of staff Anna Myers have launched an organization called Who Decides. The initiative, which officially began on September 15, 2026, aims to establish a unified AI safety agenda for the Democratic Party in preparation for the 2028 presidential election.

The organization has secured $30 million in funding to support its policy development efforts. This capital will be used to conduct polling, host national conferences, and collaborate with labor unions, civil rights groups, and various advocacy organizations to refine policy positions.

Who Decides has identified 11 states for its coalition-building activities, including South Carolina, Nevada, New Hampshire, New Mexico, Michigan, Virginia, Arizona, Georgia, North Carolina, Pennsylvania, and Wisconsin. The goal is to provide Democratic candidates with a tested AI safety platform.

Alex Bores previously worked as a data scientist at Palantir and co-sponsored New York’s RAISE Act, which was signed into law in December 2025. This legislation mandates that AI developers publish safety plans and report incidents, marking it as a strict state-level regulation.
