The White House is drafting an executive order to establish a government-led cybersecurity incubator, according to Bloomberg News. The Office of the National Cyber Director is developing a program designed to research and build cybersecurity tools aligned with federal priorities.

The initiative, internally referred to as a cyber foundry, aims to stimulate venture capital investment and support the creation of new startups. The model draws inspiration from Israel, where military requirements are closely integrated with academic research, venture funding, and the development of cybersecurity firms.

This effort marks the first cyber-specific program of its kind, distinguishing it from existing research funding provided by the Pentagon and CIA. The project is being developed as the administration seeks to address emerging cyberthreats linked to artificial intelligence.

The rise of AI has increased the complexity of digital security, as automated systems are now capable of executing undetected hacks. Furthermore, AI tools are being used to create false identities, mimic voices, and replicate faces, which undermines traditional authentication methods like voice recognition and behavioral biometrics.
