The Office of the Comptroller of the Currency (OCC) has finalized new regulations governing stablecoin reserves, redemptions, and related services. These rules, which implement the GENIUS Act signed in 2025, are set to take effect on January 18, 2027.
Treasury Secretary Scott Bessent described the legislation as a significant milestone for the American financial system. He compared the current framework to the National Currency Act of 1863, noting that both initiatives aim to establish national standards for currency issuance.
The new regulatory requirements apply to national banks, federal savings associations, and federal branches of foreign banks. Additionally, nonbank companies and certain foreign issuers seeking to operate under federal supervision must comply with these standards.
Companies issuing payment stablecoins in the United States will generally be required to obtain regulatory approval under the GENIUS Act starting in 2027. Failure to secure the necessary authorization for stablecoin issuance may result in penalties.
