Continuous Threat Exposure Management (CTEM) is a methodology introduced by Gartner in 2022. It functions as a continuous five-stage cycle designed to manage an organization's exposure to threats, rather than just focusing on individual vulnerabilities.

The CTEM framework consists of five stages: Scoping, Discovery, Prioritization, Validation, and Mobilization. It integrates various tools such as EASM, CAASM, and DRPS to provide a comprehensive view of security risks.

According to Gartner, organizations that prioritize security investments through a CTEM program could see a threefold reduction in breach frequency by 2026. However, as of 2025-2026, only 16% of organizations have fully implemented CTEM, despite 87% acknowledging its importance.

In November 2025, Gartner released its first Magic Quadrant for Exposure Assessment Platforms, evaluating 20 vendors. Tenable, Qualys, and Rapid7 were identified as leaders in this market segment, signaling the maturity of the technology.

The methodology emphasizes focusing on business-critical assets and unacceptable events rather than attempting to secure the entire infrastructure at once. It encourages collaboration between IT and security teams to ensure effective remediation.
