The UK Financial Conduct Authority (FCA) has released perimeter guidance for crypto firms, detailing how upcoming regulations apply to their operations. This publication arrives two weeks before the official authorization window opens on September 30.
Firms must submit applications between September 30 and February 28, 2027, to benefit from transitional provisions. These allow companies to continue operations while the regulator assesses their status before the full regime takes effect on October 25, 2027.
The new rules extend to overseas companies that deal with, arrange, or safeguard cryptoassets for UK retail customers. These firms cannot rely on the standard overseas persons exclusion and must obtain local authorization to maintain direct access to the UK market.
The guidance covers activities such as issuing stablecoins, operating trading platforms, and managing staking. The FCA plans to launch a consultation in October regarding further clarifications for decentralized protocols, market making, and technology providers.
Experts suggest the regulatory framework will create a market divide. While firms seeking institutional credibility may move to the UK, smaller or experimental projects might prefer jurisdictions with less stringent oversight requirements.
