The UK Financial Conduct Authority (FCA) has released final guidance detailing which cryptocurrency activities require official authorization. This framework covers operations such as issuing stablecoins, managing trading platforms, executing transactions, safeguarding assets, and arranging staking services. Companies must assess their current status to determine if they need new permissions, as existing registrations will not automatically transition to the new regime.
The application process for firms is scheduled to open on September 30, 2026. Businesses seeking transitional arrangements must submit their applications by February 28, 2027, ahead of the full implementation of the regulatory framework on October 25, 2027. The regulator also intends to hold consultations regarding further adjustments to its perimeter guidance later this year.
This initiative follows legislative progress in the UK, including the approval of regulations in February 2026 and a finalized rule package in June 2026. Additionally, the House of Lords recently voted 194–138 to require the Treasury to develop a comprehensive digital asset strategy within 12 months. The FCA is also exploring potential exemptions for tokenized gold products and plans to publish a roadmap for wholesale market tokenization.
