Donald Trump has proposed a $5,000 payment to every adult US citizen, contingent on the Republican party maintaining control of Congress. Estimates suggest the total cost of this initiative would range between $1 trillion and $1.7 trillion. Despite the proposal, no formal legislation or specific funding plan has been introduced to date.

The administration has suggested using tariff revenue to finance the payouts. However, a February Supreme Court ruling invalidated emergency-power duties, and Customs and Border Protection data indicates that $100 billion in tariffs had been refunded by late July. Senator Bernie Moreno is currently drafting a bill to reclassify certain tariffs as market access fees.

Historical data shows that three rounds of pandemic-era stimulus payments between March 2020 and March 2021 totaled $814 billion, with each adult receiving $3,200. Current projections indicate that a $5,000 payment to approximately 270 million adults would cost roughly $1.3 trillion, which is 1.6 times the total of the previous pandemic stimulus rounds.

The current economic environment differs from 2020, as inflation reached 3.7% in September and the Federal Reserve has initiated rate hikes. The Congressional Budget Office reports that the federal deficit reached approximately $2 trillion in fiscal 2026. A payout of $1.3 trillion would increase this deficit by roughly two-thirds.
