Small and medium-sized businesses affected by attacks on RVB Group facilities can now access government-backed loans. The program, managed by the Ministry of Economic Development, the Bank of Russia, and the SME Corporation, has a total limit of 50 ₽ billion. Lending through 73 participating banks began on September 11, 2026.

Companies can borrow between 500,000 ₽ and 500 ₽ million to cover working capital and current expenses. The interest rate is set at the key rate plus 3%. Additionally, the SME Corporation provides umbrella guarantees covering up to 50% of the loan amount if collateral is insufficient.

The government has extended the grace period for these loans from one year to 1.5 years. This measure aims to help suppliers and manufacturers restock raw materials and goods. Previously, the Ministry of Finance also granted a one-year tax and insurance contribution deferral to companies that suffered losses exceeding 5% of their annual revenue.
