According to the SME Corporation, over 90% of entrepreneurs currently have no barriers to accessing state support measures. This data is based on business rating calculations performed on the MSP.RF digital platform. Since the beginning of 2026, more than 5,600 small and medium-sized enterprises have undergone this scoring process, with only 457 companies identified as having factors that prevent them from receiving support.
The business rating service on MSP.RF evaluates companies based on criteria such as registration status, financial reporting, and the presence of tax debts. Common disqualifying factors include missing financial statements or tax arrears exceeding 50,000 ₽. To assist businesses, the Corporation automatically provides recommendations for resolving these issues, which are also available in the platform's knowledge base.
Since the launch of the rating service in 2021, entrepreneurs have conducted nearly 600,000 business diagnostics. The most active users represent sectors including manufacturing, trade, scientific and technical activities, hospitality, and education. The MSP.RF platform itself was launched in 2022 by the SME Corporation and the Ministry of Economic Development as part of a national project.
Currently, the platform offers over 35 services and more than 1,600 federal and regional support measures. The total user base has reached over 1.7 million entrepreneurs, self-employed individuals, and aspiring business owners. The system allows companies to identify and address gaps in their eligibility for state aid, thereby optimizing resource allocation.
