In the first half of 2026, Russian government agencies reduced spending on printing equipment. According to Roseltorg, procurement volume in monetary terms fell by 38% year-on-year to 3.48 ₽ billion, while RTS-tender reported a 21% decline to 8.1 ₽ billion.

The initial maximum contract price for printers on Roseltorg dropped by 71.6% to 616.2 ₽ million. Scanner contracts decreased by 41.6% to 372.7 ₽ million, and multifunction devices saw a 35.8% reduction to 2.76 ₽ billion.

Despite the drop in total value, the number of procurement procedures remained stable at 716, compared to 719 in the previous year. Large deals worth over 2 ₽ million fell from 7.9 ₽ billion to 5.9 ₽ billion, indicating a focus on cost-cutting over equipment replacement.

Foreign brands gained traction in tenders. Mentions of Kyocera rose from 24 to 30, Pantum from 8 to 21, Canon from 9 to 20, and HP from 14 to 17. The Russian brand Katyusha saw its mentions increase from 11 to 13, dropping from third to fifth place.

Market participants attribute the shift to budget constraints, noting that Russian solutions often exceed available funds. Katyusha denies this, stating its prices are comparable to foreign counterparts and that it did not raise wholesale prices in 2026.

Experts suggest that import substitution is being deprioritized due to price sensitivity. Additionally, Fplus notes that the market decline may reflect a return to normal levels following an abnormally high volume of government purchases in 2025.
