The Russian Ministry of Digital Development has drafted regulations for a new electronic messaging system to be operated by Russian Post. Scheduled to launch on September 1, 2027, the platform will facilitate legally significant communication between government bodies, state-owned companies, and citizens.
The system will integrate with the Gosuslugi portal to ensure message delivery and tracking. While electronic communication will be fee-based for senders, users retain the option to opt out of the digital system, in which case correspondence will be delivered via traditional paper mail.
The initiative is part of broader legislative changes to the Federal Law on Postal Communications, aimed at improving the financial stability of Russian Post. The company has faced significant challenges, reporting a net loss of 23.7 ₽ billion in 2025, a 37% increase from the previous year.
Russian Post's financial performance has been impacted by a 50% decline in cross-border trade turnover since 2019 and increased competition from marketplace pickup points. The company's net debt reached 107.8 ₽ billion in 2025, marking a 29% increase year-over-year.
