The Russian Ministry of Labor has introduced a draft law proposing the use of the Max messenger for communication between employers and employees within the electronic personnel document management system. The initiative is currently undergoing public discussion.
The messenger will serve as an additional communication channel. Employees will be able to receive notifications about new documents, exchange messages with employers, and request certificates. However, the documents themselves will remain in the primary electronic systems.
To view or sign documents, users will be redirected to the Gosuslugi portal using the Gosklyuch application. The list of documents that must be processed on paper, such as dismissal orders, will remain unchanged.
The Ministry of Labor is conducting an experiment to integrate Max with existing personnel management platforms until the end of 2026. The first stage involves connecting operators of these systems, followed by testing by companies using these platforms.
