The Russian market is seeing a reduction in the availability of laptops from brands that previously exited the country, including Apple, Dell, and HP. The selection of these models has decreased by approximately 10 percent.

This shift follows new certification requirements introduced in August 2026. Suppliers must now obtain individual certificates of conformity for each batch of imported laptops, headphones, and chargers, rather than relying on documents previously issued by manufacturers or major distributors.

Industry representatives note that the new process increases costs and delivery times, as goods remain in customs storage during certification. Analysts report that these regulatory changes have contributed to a 3 to 4 percent increase in laptop prices.

Market data from ITResearch indicates a 35 percent year-on-year decline in laptop sales as of August 2026. Experts suggest that for small distributors, the cost of independent certification for small batches may render sales unprofitable.

Additional market pressure comes from rising component costs, with DRAM and SSD prices increasing by over 60 percent year-on-year. Furthermore, upcoming regulations, including a technological levy starting December 1, 2026, and mandatory electronics labeling, are expected to influence the market.
