The Russian DevOps as a Service market reached 16.2 ₽ billion in 2025, accounting for 17.1% of the total IT outsourcing market, which was valued at approximately 95 ₽ billion. These findings come from a study by Quadrant Technologies, which surveyed 200 organizations across various business scales.

The market is currently characterized by a systemic contradiction: while demand for managed services exists, procurement models remain focused on individual tasks rather than outcome-based responsibility. Currently, 53% of respondents identify responsibility for results as the primary value of a service model, compared to 31% who prioritize expertise.

A shortage of qualified personnel remains the top challenge, cited by 31.5% of respondents. Specific skill gaps are most acute in DevSecOps and compliance (35.5%), DataOps (29%), and observability (28.5%). Consequently, companies often treat DevOps as a collection of isolated practices rather than a unified engineering model.

Hybrid models are becoming the industry standard, with 56% of small and medium-sized enterprises and 42% of large businesses combining outsourcing with internal resources. Meanwhile, 59% of the largest organizations still prefer to manage DevOps internally, despite the ongoing talent deficit.

Projections for the market vary based on adoption scenarios. Under an inertial scenario, the market is expected to grow at a CAGR of about 5% to reach 22 ₽ billion by 2030. An accelerated transition to platform-based models could drive annual growth rates of 15–25%.
