Apple Hills Digital, in collaboration with major providers like Cloud.ru and Yandex Cloud, released a report on the Russian cloud services market. In 2025, total spending on cloud services reached 487 ₽ billion, with public cloud services accounting for 383 ₽ billion. The market grew by 25% in 2025, compared to 30% in 2024.
The market structure remains dominated by SaaS, which holds a 65% share (248 ₽ billion). IaaS accounts for 25% (96 ₽ billion), while PaaS represents 10% (39 ₽ billion). Analysts note that the PaaS segment is significantly smaller than the global average, with AI/ML platforms and database services showing the fastest growth within this category.
Data from the first half of 2026 indicates a market slowdown. Analysts have developed two scenarios for 2030: a 'Trend Continuation' scenario projecting a market size of 930 ₽ billion with a 19% CAGR, and a 'Growth Deceleration' scenario projecting 666 ₽ billion with a 12% CAGR.
Growth drivers include the need for resource flexibility, AI adoption, and migration from foreign software. Conversely, market expansion is hindered by high capital costs, regulatory pressure, and limited PaaS maturity. Providers are currently focusing on hardware efficiency and AI-ready infrastructure to navigate rising costs for servers and memory.
