The Russian Ministry of Digital Development has confirmed that the current draft budget and government amendments do not include any changes to existing tax incentives for the IT sector. The ministry is currently working on the budget project in collaboration with the State Duma.

Under current regulations, IT companies qualify for tax benefits if at least 70% of their revenue is derived from IT-related activities. This threshold calculation includes transactions between interdependent entities, allowing technology subsidiaries within large holdings to access these incentives.

The Ministry of Digital Development maintains that these measures have proven effective and contribute positively to the state budget. Consequently, the agency advocates for maintaining the current terms for IT tax relief without any modifications.
