The Russian Ministry of Digital Development, the National Center for Electronic Authentication of Vietnam, SKB Kontur, and Gazinformservice are developing a cross-border electronic document management model. The initiative focuses on the mutual recognition of electronic signatures and the establishment of a digital trust infrastructure between the two nations.
During meetings in Moscow and St. Petersburg, representatives from the Russian Ministry of Digital Development, NII Voskhod, and CryptoPro discussed the Russian electronic signature model with the Vietnamese delegation. The parties examined the operation of certification centers and methods for organizing legally significant electronic document exchange.
SKB Kontur and Gazinformservice proposed a model where companies use domestic electronic signatures, while validity is verified through trusted state services. This approach is already operational in exchanges with Uzbekistan, where Gazinformservice and the national service Unicon facilitate the validation process.
The participants agreed to continue technical consultations and prepare a pilot project for cross-border electronic document exchange. A reciprocal visit to Vietnam is planned to further discuss the implementation of cryptographic standards and the mutual recognition of electronic signatures.
