Starting January 1, 2027, Russian credit institutions must adopt a new information exchange protocol with tax authorities. This shift is mandated by Federal Tax Service orders No. ED-1-8/217@ and No. ED-1-8/398@, requiring banks to utilize the Unified Register of Debt Collection Decisions via REST API.

Previously, banks and tax authorities relied on an asynchronous push model through the Interdepartmental Electronic Interaction System (SMEV 3). This method involved broadcasting electronic orders to all banks where a debtor held accounts, which created significant infrastructure load and risks of delayed status updates.

The new architecture implements a pull model, allowing banks to query the Federal Tax Service's register directly. Quorum has developed a specialized adapter to facilitate this integration, connecting a bank's core banking system to the tax authority's REST API.

The Quorum adapter functions as part of the GosIntegrator platform. It is compatible with Windows Server and Astra Linux operating systems, supports Yandex Browser and Atom, and integrates with database management systems including Postgres Pro, PostgreSQL, Oracle, and MS SQL.
