The Dutch central bank, De Nederlandsche Bank (DNB), has granted authorization to Qivalis, placing the firm under its direct supervision. This regulatory approval is a key requirement for the company to begin issuing electronic money tokens (EMTs) denominated in euros.
Founded in September 2025 and based in Amsterdam, Qivalis is supported by 37 major banking institutions across 15 European countries. The company intends to operate under a full reserve model to provide settlement and payment infrastructure for institutional clients.
The firm will focus on a business-to-business distribution strategy. Instead of targeting retail users, Qivalis plans to offer its digital tokens through commercial banks, payment service providers, financial exchanges, and market infrastructure operators.
