Personio has officially acquired the European spend management platform Circula. The deal aims to consolidate payroll, expense management, and employee benefits into a single unified system for mid-market businesses across Europe. Circula will now operate under the brand name Circula by Personio.
Circula currently serves over 3,000 European companies, providing tools for corporate cards, expense tracking, and tax-optimized benefits. Personio, which supports 16,000 customers, intends to leverage this acquisition to streamline complex cross-border payroll and compliance requirements that vary significantly across European markets.
The companies have collaborated for several years, sharing a customer base and integrating their respective platforms. Both firms maintain extensive partnerships with tax advisors and offer deep integrations with DATEV systems to facilitate data transfer for accounting and payroll purposes.
According to the leadership, the merger addresses the historical challenge of managing tax logic separately between HR and expense platforms. By combining their native payroll engines and compliance expertise, the companies plan to develop a seamless, integrated solution for workforce management.
