Oracle and OpenAI are developing the $165 billion Project Jupiter data center in New Mexico. The facility is part of the Stargate AI infrastructure project announced in 2025. Oracle has pledged to support 2 gigawatts of new renewable energy projects to match the data center's energy consumption by 2031.

The project has shifted from gas turbines to Bloom Energy fuel cells, which use natural gas. Oracle claims this switch will reduce nitrogen oxide emissions by over 90 percent. The company also announced a $1 million investment into carbon capture and sequestration research to address emissions from the fuel cells.

Despite the shift to fuel cells, critics note that the data center remains reliant on natural gas. The New Mexico Supreme Court paused the air quality permitting process on August 23 due to legal challenges. Oracle has committed to launching a public dashboard to monitor air, noise, heat, light, and water data.

Construction of Project Jupiter is currently 26 percent complete. Oracle CFO Hilary Maxon stated on September 10 that the project remains on schedule. The company faces significant financial pressure, having taken on $125 billion in debt to fund its broader data center expansion efforts.
