The US Office of the Comptroller of the Currency (OCC) published a report detailing how banks restrict financial services for various industries, including digital assets. The document notes that institutions often limit access for issuers, exchanges, and administrators, citing concerns over financial crime.

This report follows an August 2025 executive order from President Donald Trump aimed at preventing unlawful debanking. The agency reviewed nine major banks to assess the scope of these restrictions, though the 47-page document did not provide specific examples of debanking related to crypto activities.

The OCC stated it could not fully quantify the extent of these actions. While banks often attribute service limitations to risk management, the agency head, Jonathan Gould, noted that some decisions regarding other sectors were driven by reputational concerns rather than direct financial risk.

Industry participants have previously raised concerns about restricted banking access, with many referring to the situation as Operation Chokepoint 2.0. In November 2024, more than 30 executives from the tech and crypto sectors reported being denied access to banking services.
