The New York State Department of Financial Services and the Wyoming Division of Banking have signed a Memorandum of Understanding to align their oversight of digital asset firms. This pact facilitates the sharing of supervisory data, market trends, and information regarding potential enforcement actions between the two state regulators.

The agreement aims to streamline licensing reviews and coordinate examination schedules for companies operating in both jurisdictions. Regulators plan to share historical examination data and may conduct joint investigations or enforcement actions, depending on the circumstances of each case.

Firms that have held a license or charter in one state for at least three years and have no pending enforcement actions may qualify for an expedited review process. In such cases, the second regulator aims to reach a decision on the application within a period of six months.

This partnership connects two states with distinct regulatory histories. New York has utilized its BitLicense framework since 2015 to enforce strict licensing standards, whereas Wyoming has developed specialized banking charters and crypto-focused legislation to attract digital asset businesses.
